You're misreading it. If you click to the actual policy page, you'll see the updated sentences.

A previous version of this policy allowed premium versions of cards on the reserved list to be printed. Starting in 2011, no cards on the reserved list will be printed in either premium or non-premium form.

Starting next year, NO cards from the reserve list will be reprinted for any reason. FTV: Relics looks to be the last chance the general public has for reserve list premiums UNLESS they create a new form of printing that is neither premium or non-premium.

I think it's a bit of a pity. I liked the idea of the judge promo's, and I feel fine with judges getting exorbitant premium cards. I'm really glad they're axing the FtV madness though.
